SCOPE OF WORK AND TENDER GUIDANCE DOCUMENT

Sealed tenders on total work basis are invited from reputed organizations for the following :

Scope of Work : Infrastructural Work for a 3-storied building located at Raigachi, Rajerhat conforming to requirements of Technology Incubation Centre with following break up :

A. Electrical Work :

1. Substation of 250 kVA with Dry Type Transformer with authorization of manufacturer and switch gear panel
2. DG Set – Ecofriendly, silent and canopy type – 250 kVA along with authorization of manufacturer.
3. Internal Electrification - from substation to all user points along with recess mounted luminaries of reputed companies

B : Office Infrastructu

1. Supply, Installation and Commissioning of Air-conditioners of 1.5 and 2 ton capacity as required.
2. Supply and fixing of Vertical Blinds for the windows.
3. Office Furnishing for 20 rooms including false ceiling, furniture for both offices and work station for installing computers etc.

C : Civil Work :

1. Civil work for Substation and the rooms
2. Carpentry for the offices and laboratories
3. Utility including internal water supply , connection to Pantry ,laboratories and toilettes etc
4. Internal Concrete Pathway
5. Sanitary where required

Tender Terms and Conditions

1. Printed matter of tender consisting of the detailed plans, complete specifications, the schedule of quantities, various clauses of work to be done and set of conditions of contract to be complied with by the person whose tender may be accepted can be purchased at the Office of the Director, EKTA Incubation Centre, AQ 13/1 Salt Lake City, Sector-V, PIN -700091 between hours of 11-0 am and 5-30 pm on 20th & 21th May 2010 on payment of Rs 1000/- (Rupees one thousand only.) by demand Draft in favour of “EKTA Incubation Centre”
2. Tender which should always be placed in sealed cover, with name of the work and contents inside written on the envelope will be received by the Director or his authorized representative “EKTA Incubation Centre”, Kolkata 700 091 between hours of 10:00 AM and 1:00 pm on Date 9th June 2010 and will be opened on the same day at 3 pm in presence of representatives of WBUT nominated by Vice Chancellor.
3. The period of contract is 3(three) months from the date of written order to complete the work.
4. The contractor should quote in figures as well as in words the rate and amount tendered by then the amount for each item should be worked out and the requisite totals given.
5. The tender should be in 3 parts 1st part should contain the earnest money in a sealed envelope, 2nd part should be relevant technical bid along with supporting tender conditions and 3rd part shall be the price bid in a separate sealed envelope. All the three envelopes should be there in a big sealed envelope as mentioned. Eligibility is restricted in 3 (three) steps one after the another in part tendering serially from part 1 to part 3.
6. This invitation for bid shall form a part of the bid document. The successful bidder on acceptance of his bid by Accepting Authority shall within 15 days from the stipulated date of start of the work sign the contract consisting of- the invitation for bid all the bid documents including additional conditions specifications and drawings, if any forming the bid as issued at the time of invitation of bid and acceptance thereof together with any correspondence leading thereto.
7. The acceptance of a tender will rest with the Vice Chancellor,WBUT who does not bind himself to accept the lowest tender and reserves to himself the authority to reject any or all the tenders received without the assignment of any reason. All tenders in whom any of the prescribed conditions are not fulfilled or incomplete in all respect are liable to be rejected.
8. Canvassing in connection with tenders is strictly prohibited and the tenders submitted by the contractor who resort to canvassing will be liable to rejection.
9. Sales tax or any other tax in respect of this contract shall be payable by the contractor and Govt. will not entertain any claim whatsoever in this respect. So the rates are to be quoted inclusive of all taxes.
10. The tenderers should also submit the copies of valid document in respect of company profile including the list of well known clients , latest balance sheet, trade license, PAN card etc..
11. The tender for the work shall remain open for acceptance for a period of 15 days from the date of opening of the tender. If any tenderer withdraws his tender before the said period or makes any modifications in the terms and conditions of the tender which are not acceptable to the Engineer-in-charge then the University shall without prejudice be at liberty to forfeit 10% (ten percentage) of the earnest money.
12. The contractor exempted from payment of earnest money/ security deposit in individual cases should attach with the tender an attested copy the university’s letter exempting them from the payment of earnest money and security deposit and should produce the original whenever called upon to do so.
13. The time allotted for carrying out the above works will be as above from the 7th day after the date of written orders to commence the work or from the first day of handing over of the site whichever is later in accordance with the tender document.
14. The sites for work available for work - round the clock - preferred time 8am-6pm.
15. The bidder should have executed a job of similar nature of Rs 5 lakhs or more in a single tender not earlier than 5 years from the date of advertisement of this notice.
16. Bidders who have records of not being able to complete earlier works in the university on time or have caused unreasonable delay in execution of their work will not be eligible for applicable.
17. All the materials to be used in the work shall have to be got approved by a specialist appointed by WBUT
18. The contractor is assumed to have visited the site before quoting the rates and so the work is to be completed in all respects before handover.
19. The work is to be completed in the stipulated time. Delay beyond 15 days for completion of work shall not be acceptable.
20. When completed and also during the work , there will be inspection by an authority appointed by a professional engineer appointed by WBUT.
21. All the old wiring has to be dismantled with proper care. The reusable old materials if any are to be handed over to security staff.
22. The location of Panel/ DB/ Switch board/ Light point/ Fan point will be as per design by the chartered engineer.
23. The quantities mentioned in the schedule of works are subjected to change as per exact site requirement.
24. EMD -Rs 1,00,000/- payable to EKTA Incubation Centre - in the form of Cheque.
